In the wake
of Global Economic Recession NORKA-ROOTS has already initiated
steps to build a reliable data bank of Keralites returning from
overseas for formulating policies for their rehabilitation.
A registration form for this purpose has been designed and published
in the website of NORKA-ROOTS facilitating online registration
of returned keralites. Besides online registration the emigrant
returnees are given the facility for registration through the
NORKA Cells formed in the 11 district collectorates. We have
introduced the Returnee Registration facility w.e.f April 2009.
From April 2009 to 8th September 2009, 1118 returnees have registered
online.
The registered
returnees belonged to the following categories:
Skilled personnel - 744
Unskilled personnel - 77
Technically skilled - 205
Non technical - 92
In the budget
speech for 2009-10, Hon’ble Finance Minister has announced
a package of 100 crore for starting small scale industrial unit
through Kerala Financial Corporation and 10 crore through NORKA
for the welfare of retrunees due to global recession.
Government
have constituted an expert committee to formulate a scheme for
providing assistance to the NRK’s who served less than
2 years abroad, but forced to return due to global financial
slump. The expert committee met 3 times on 16th, 28th and 30th
December 2009 and has devised a draft scheme to assist the group
of NRKs returned to kerala from June 2008 and returned before
31 March 2010.
