Non-Resident Keralites’ Affairs Department (NORKA)
A Profile

According to the Kerala Migration Survey, there are 22 lakh migrant workers from Kerala, 90% are in Gulf Cooperation Council countries. On 6th December 1996, Government of Kerala launched the Department of Non Resident Keralite's Affairs (NORKA) to redress the grievances of non resident Keralites both in India and abroad and to have a sustainable partnership with them. NORKA is the first Department of its kind in India.

NORKA ROOTS is a public sector undertaking under the Department. The Department has no Directorate, instead NORKA ROOTS implements the welfare schemes for the Government. In addition NORKA ROOTS is licensed by Protector General of Emigrants as a licensed recruiting agency. NORKA coordinates efforts for remedial action on threats to the lives and property of those who are left at home, for tracing missing persons abroad, for obtaining compensation from sponsors for taking action on cheating by recruiting agents and other such grievances of Non-Resident Keralites (NRKs). It provides assistance to evacuate NRKs from strife torn areas and to transport them to their home towns.

NORKA attestation centres in Thiruvananthapuram, Kochi and Kozhikode provide attestation facilities of educational qualification documents. The Home Attestation officer attached to the Secretariat at Thiruvananthapuram can provide attestation of certificates of birth and death, residence, marriage certificates etc.

NORKA extends financial assistance to legal heirs of NRKs for repatriation of dead bodies of NRKs. The amount is Rs. 50,000/- for repatriation from abroad and Rs.15,000/- within India.

NRK Identity Card- project

The government of Kerala has entrusted NORKA-ROOTS to issue photo identity cards for the non-resident Keralites working for a minimum of 6 months in a foreign country. Promotion of Malayalam language and culture
To encourage the usage of Malayalam among the third generation Malayalees, NORKA has set up a website for online teaching.

To describe more about the native land of Kerala among the third generation NRKs.

Promotion of Regional Development with the Active Participation of NRKs
To ensure that the NRKs contribute their mite for the development of their villages, NORKA has launched a scheme called My Village, My Dream.

Organisation of Annual Meets for NRKs
In order to gather active participation of NRKs in the development activities of Kerala, we should maintain good relation and co-ordination with them. NORKA Department is always taking the initiative to discuss various issues of NRKs and provide assistance to solve those problems abroad and in the home country. NORKA-ROOTS has conducted annual meet of NRKs called ‘Samavayam’ in 2001, 2002 and 2005. The Marunadan Malayalee Meet (Samanvayam) was held in 2003 and 2005. Similarly, the annual meet for returnees (Samagamam) was held in 2002 and 2005. Keraleeya Pravasi Sangamam was held in 2008. The annual meets organized have given a new insight into the problems of NRKs, which will help in the formulation of their welfare programmes.

Manpower Recruitment
NORKA ROOTS holds recruitment license for overseas recruitment since 2006 and has been actively conducting recruitment to various countries. Presently vide order No F-01-11012/10/2013-E. Dtd. 12.03.2015 of Ministry of Overseas Indian Affairs. NORKA ROOTS is one of the approved agencies to recruit Indian nurses to E C R countries. As a trusted and responsible recruitment agency under Government of Kerala, NORKA ROOTS is carrying out the whole recruitment process right from sourcing of the candidates to the emigration clearance level.

Pravasi Welfare Fund
Kerala Government has now enacted a legislation called NRK Welfare Act 2008. The Act ensures the welfare of non-resident Keralites by providing for the constitution of a Welfare Fund on the basis of a Non-Resident Keralites’ Welfare Scheme to grant relief, pension, and other benefits to them.
